HATE CRIMES BILLS S 909 Mathew Shepard Bill - H.R. 1913

Both bills provide $10 million in grant money to be given to community groups, colleges and universities.

These bills will make actual or "PERCEIVED" ' gender, sexual orientation, and gender identity' to be motivations for comitting hate crimes. S909 Section 4. (a) (1) (C) - H.R. 1913 Section 6    |     §249. Hate Crimes Acts (2)

"Sexual Orientation" is never defined in either S 909 or H.R. 1913.

The American Psychiatric Association defines 29 deviant sexual orientations in its "Diagnostic and Statistics Manual of Mental Disorders [DSM]" Fourth Edition 2009, pp 586-592 (DSM-IV)

Only heterosexuality is listed as a normal sexual identity.

Included in the list of 29 sexual deviant disorders are Gender Identity Disorder, Homosexual/Gay/Lesbian, Incest, Pedophilia, and Prostitution (see American Family Association's list of sexual orientations here. )

§249. Hate Crimes Act will added to the United States Code Chapter 13 Title 18 Civil Rights, thereby equating "sexual orientation" ( homosexuality, incest, and prostitution) with slavery.

United States Code Chapter 13 Title 18 Section 245 is entitled "Federally protected activities".

If these bills pass, prostitution will be a 'federally protected activity' , since it is included in "sexual orientation" as a protected status by both Hate Crimes Bills.

Section 245 “Federally protected activities” includes (a)(2)(b)(1)(B) – which states that no one shall interfere with anyone’s civil right of “participating in or enjoying any benefit, service, privilege, program, facility, or activity provided or administered by the United States;”
This includes a career in the United States Military.

By raising “sexual orientation” to a protected status by both Hate Crimes Bills and the United States Code, the “don’t ask, don’t tell” policy that forbids homosexuals from serving in the US Military would be negated.
